FPS drop, omformaterat :(

Hej, jag har spelat cs förut, jag surfar, jag är rätt bra också, var iaf tills min fps börja droppa som fan, jag är så beronde av att surfa på cs, och spela cs så jag omforamterade, utan resultat...
jag har testat mycket, sökt i flera dagar, snackat med dell service, skrivit till steam support, utan att få svar/hjälp... jag orkar inte skriva om problemet så jag kopierar vad jag skrev till steam supporten på engelska, kan du inte engelska kan du nog inte hjälpa mig heller... tack :)

Hey, I've been playig counter-strike 1.6 for a while now, i had great performance and everything was great till one day i got fps drop, my frames per second went down really much, this made the game laggy so now i can't play counter strike because i have too bad fps, i've tried formating, this should help you helping me, because now you should atleast know that it's not a virus, not a setting or anything like that, that makes the game lagg. I'm by default settings.
One thing that i tried was install another game, Need for speed Carbon;
No lagg, everything was good in that game, went back to counter strike, and it lagged, ive formated like 5-7 times, tested different drivers and done some searching on the internet with no solution to my problem. Even tried counter strike with another account, tried counter strike condition zero, lagged too.... but i dont care about that game, but still, can't play any steam game i think, only care about counter strike 1.6 right now.

i forgot to tell you much about my fps drop, so here i go telling you additional inforamtion about it, my fps is 100 when i start the game, if u put up the Options the fps goes down to around 82, and if i open even more windows like the console the fps goes down to around 63, so the more windows i open up the more fps drop i get, and when i join a game, no matter what i do or dont, i have around 30-40 fps.

i dont know why i forgot to tell you about my computer;
AMD Athlon(tm) 64 X2 Dual Core Processor 5200+ 2.71 GHz, 2,93 GB RAM (It says 2,93 gb, but i have 4 gb ram inserted to my pc, dont know why...)
NVIDIA GeForce 6150 LE
This computer should run counter strike without any problems at all :)
