Since competitive matches are likely to be played on a 128 tickrate server, these are the optimal settings:
rate 80000
cl_cmdrate 128
cl_updaterate 128
cl_interp_ratio 1
cl_interp 0
Rate above 60k is likely to be absolutely fine, you'll want to set it accordingly if you have lower bandwidth.
Leave everything else at defaults!
