Help. Nått är fel med fps configen!

Hej. Jag har fixat ihop en FPS config. MEN, jag frys laggar ibland..alltså. jag stannar upp i 2 sekunder och sedan kommer jag tillbaka och kan även bli connection problem ibland osv...
Jag har 2.5 mbit netatonce. Vet ni vad som är fel i denna fps configen?!?! Behöver hjälp...Ganska bråttom!
